greifer/theif proof

will the server be greifer-proof...will it be anybody builds anywere?...if not, talk to the leader of the Empire of Harrow, because what they did was have the towns made..then they put in plots of land for the homes..and let players rent them (buy paying taxes).....they have shops,homes,and hotels as lots...im not saying that you should be like them..but use the same thing they did as in with the plots of land being greifer/theif proof....plz tell me your opinion
